With the proliferation of Tribal economic development and overall public improvement and understanding of Tribal sovereignty during the past 10-15 years, Tribes are in the position of building on these strengths and may benefit from infrastructure progress and to seek methods for transitioning to stronger governmental systems.
Gary brings a wealth of knowledge and experience in working on a reservation for many years as the Tribe transitioned from a government dependent system to a flourishing model of self-determination under the provisions of P.L 93-638 and later Title V, Self-governance compacting.
He is keenly aware of and sensitive to Tribal customs and culture which affords him unique insight that creates rapid trust, efficiency and results.
