With the proliferation of Tribal economic development and overall public improvement and understanding of Tribal sovereignty during the past 10-15 years, Tribes are in the position of building on these strengths and may benefit from infrastructure progress and to seek methods for transitioning to stronger governmental systems.

Gary brings a wealth of knowledge and experience in working on a reservation for many years as the Tribe transitioned from a government dependent system to a flourishing model of self-determination under the provisions of P.L 93-638 and later Title V, Self-governance compacting.

He is keenly aware of and sensitive to Tribal customs and culture which affords him unique insight that creates rapid trust, efficiency and results. Respectful work with program staff, Tribal members, Tribal Councils, department heads and management teams has been graciously recognized.
